Nigeria Approves New Tax, Constitutional, and Budget Reforms

 

 Nigeria’s legislature is witnessing a period of dynamic reform as bills have recently been passed, marking significant shifts in the country’s legal and economic landscape.

 In a series of robust sessions, Nigeria’s House of Representatives has moved forward with multiple legislative measures.  The passage of four tax reform bills that promise to reshape the nation's fiscal policy is one of the most notable developments. Introduced by President Bola Tinubu, these bills are designed to streamline tax collection and boost government revenues, even as they maintain some controversial provisions such as keeping the Value Added Tax (VAT) rate steady at 7.5%, despite earlier proposals suggesting an increase to 12.5%.  Notably, the reforms also exempt employees earning the minimum wage from income tax, a move aimed at easing the financial burden on low-income earners.  These bills, while passed in the lower chamber, still require approval from the Senate and the President’s signature to become law.

 The legislative wave is not limited to fiscal matters.  In parallel, the House of Representatives has advanced 39 constitutional amendment bills during their second reading.  The purpose of these amendments is to modernize and refine the constitutional framework that governs Nigeria's political and administrative processes. They will address various aspects of governance. Another high profile proposal currently making headlines is the bill that would impose a 60year age limit on presidential and gubernatorial candidates.  Legislators hope to promote new leadership by establishing this upper limit while maintaining a balance between experience and dynamism in Nigeria's executive positions. Adding to the momentum, the Senate has recently amended the 2025 Appropriations Bill, which outlines the federal budget and government expenditure plans for the coming fiscal year.  This amendment highlights ongoing efforts to ensure fiscal discipline and efficient allocation of public resources, reflecting a broader commitment to economic stability and growth.
